Collaborative Project within VQEG

To be specific, we would like to explore different options for a collaborative activity within VQEG, such as a forum where people can contribute components/modules rather than a whole model. 

These modules (e.g. blockiness or blur detectors) can  then be included in a general model that is calibrated and tested. The best modules would be selected for a final standard method. 

This approach has been successfully deployed by MPEG and we believe that it will enable swifter development of methods and more importantly open up model development to many parties. Ideally this would result in more accurate and useful methods that draw on expertise from many contributors. With the agreement of the VQEG group, we would like to start this initiative between now and the next meeting.
